Chen Lu, the Secretary-General of the Sino-North Africa Education Innovation Association, led a delegation to visit Algeria


In order to support the construction of the 'Belt and Road' and implement the SNAEIA's ‘Initiative' and‘Constitution’, further expand international cooperation development in the SNAEIA region, and establish a platform for vocational education and higher education 'going abroad,' Chen Lu, the Secretary-General of the Sino-North Africa Education Innovation Association (SNAEIA), led a delegation to Algeria from 21 October to 2 November. They reached consensus on international educational innovation cooperation between SNAEIA and the Algerian Ministry of Vocational Education, Huawei Technologies Co., Ltd. Algeria Branch, University of Algiers, Algerian Chamber of Commerce, INSIM Business School, and INSAG Business School. The visit was a complete success.

During the visit, Chen Lu and the delegation visited the Algerian Ministry of Vocational Education, where they held working discussions with Mr. Frahta Saad, Director of the International Cooperation Department. Mr. Frahta Saad warmly welcomed the delegation and introduced the basic situation of vocational education in Algeria. Chen Lu introduced and demonstrated the initiative of SNAEIA, the key provisions of the Constitution, domestic and foreign partners, types of international cooperation projects, promotion modes, and successful cases. After carefully listening to the introduction and watching the demonstration, Mr. Frahta Saad expressed high praise for the initiative, the goals set by the Constitution of SNAEIA, and related projects. He expressed that there is immense potential for Sino-Algerian cooperation in higher vocational education and was willing to establish a partnership with SNAEIA. They reached an intention to collaborate in deepening international understanding in vocational education, building an academic and research innovation development platform, promoting cultural and artistic exchanges between Sino-Algerian universities, and enhancing Sino-Algerian friendship in several areas.

During the visit, Chen Lu and the delegation were invited to visit Huawei Technologies Co., Ltd. Algeria Branch. During the meeting, Chen Lu provided a detailed introduction of the series of successful international cooperation projects initiated by SNAEIA, focusing on the significance of 'Chinese + Vocational Skills' training, the‘Chinese Workshops' management training model, and the operating mechanism of overseas campuses. Mrs. Hassaine Feriel, General Manager of the Training Department, highly appreciated the hard work and dedication of SNAEIA in serving international cooperation in higher vocational education. She expressed a strong willingness to collaborate with SNAEIA in the future. Chen Lu and Mrs. Hassaine Feriel conducted in-depth discussions on establishing a partnership, collaboration project modes, and terms. They reached an agreement on the signing process and timeline for a Memorandum of Understanding.

During the visit, Chen Lu and the delegation were invited to visit the University of Algiers and were warmly welcomed by Vice President Limia Douagui and others. Limia Douagui expressed gratitude for the significant effort and dedication of SNAEIA in the field of international cooperation in higher vocational education and considered the trip of the delegation as a challenging journey, with more than 30 hours of round-trip flying time and about four days on the road. During the meeting, Chen Lu introduced the initiative and constitution of SNAEIA, the importance of Chinese education cooperation, domestic and foreign partners of SNAEIA, types of core international cooperation projects, contributions to the 'Belt and Road' projects, and more. Limia Douagui provided an overview of the University of Algiers, its history, goals for talent cultivation, subject specialties, and the scope of international cooperation. Limia Douagui stated that she was very pleased to see the capabilities and strengths of SNAEIA and was willing to collaborate with SNAEIA on international educational exchanges in the field of vocational education. She expressed the hope that, with the help of SNAEIA's platform and its collaboration partners, friendly cooperative relationships could be established. The two sides reached an intention to cooperate in areas such as academic exchanges between Sino-Algerian universities, international conferences, joint scientific research, student evaluation centers, Chinese workshops, Confucius Institutes, international events, and participation in the parallel forum titled 'The Role of Chinese Examinations in International Services Trade,' co-hosted by SNAEIA and Hanban International (CTI) during the First World Chinese Conference in December.

In addition, Chen Lu and the delegation visited the Algerian Chamber of Commerce, where they conducted a work survey on Sino-Algerian economic and trade cooperation, educational cooperation, policies and regulations. During this survey, the delegation also visited the Algeria.


INSIM Business School and INSAG Business School actively promoted the 'Study in China' program. Chen Lu engaged in discussions with the Executive Directors of both private universities on various topics, including the basic education, vocational education, and higher education systems of China and Algeria, quality management and supervision of teaching, and services for students studying abroad.

During this visit to Algeria, the Sino-North Africa Education Innovation Association (SNAEIA) and the Algerian hosts established strong friendships and reached consensus on potential collaborative projects. In the upcoming phases, the Association aims to deepen the specifics of their cooperation, define directions and objectives, and looks forward to further extending collaboration in the field of international education exchange with the Algerian Ministry of Education, associations, businesses, and universities. Together, they aim to construct platforms for vocational education and higher education to 'go abroad.
